Independent Contractor UPDATE by Jerry Pigsley

On February 23, the IRS issued Notice 2015-16 and provided guidance on some important issues under the Affordable Care Act (ACA or Obamacare).  The notice is important because this is the first official piece of guidance from the IRS on the 40% excise tax on high-cost health plans.  The notice describes the amount of plan coverage subject to the tax and concludes that it will be based on the coverage employees are enrolled in, not the coverage that is offered.  In addition, the notice states that employee pre-tax contributions to health savings accounts are subject to the tax.  The IRS did request feedback from "stakeholders" on the excise tax issues and there will likely be some change in position as those responses are received.  Prudent employers should check with their accountant and their health insurance agent now in preparation for this excise tax.                       &n ... What Will They Win? ABC's Young Professional of the Year will win a $1,000 cash prize, a plaque and a feature in Construction Executive magazine. All finalists will receive a free registration to the Young Professional Leadership Development Track during ABC's Leadership Week Nov. 10-12 in San Diego, Calif. Who is Eligible? Construction Unemployment Rates Improve in 40 States in May

The non-seasonally adjusted construction unemployment rate for the country and 40 states declined in May, while the rate for one state (South Carolina) remained unchanged from April. Today's report provides further evidence that construction and the broader U.S. economy appear to have rebounded from the unusually brutal winter. On an annual basis, construction unemployment rates for 44 of the 50 states fell in May 2015 compared to May 2014. The construction unemployment rate for two states—North Dakota and Utah—were unchanged.    The release of today's state-level construction unemployment estimates follows the June 5 Bureau of Labor Statistics report stating construction jobs increased by 17,000 in May following the addition of 35,000 jobs in April (both are seasonally adjusted figures). As of May, year-to-date seasonally adjusted construction jobs were up by 112,000, while the industry added 290,000 jobs from May 2014 to May 2015 on a non-seasonally adjusted basis.   In additi ... You Asked For It - Math Classes for Employees

Demand for construction math classes has been heard, and ABC is proud to now offer Introduction to Construction Math and Applied Construction Math courses.    Introduction to Construction Math reviews basic math skills, related to construction trades and demonstrates to whom they apply within the trades.  The curriculum covers multiple systems of measurement, decimals, fractions and basic geometry.  This is an eight-week class that meets on Thursday evenings from 6-8 p.m. and begins October 15 at both the Lincoln and Omaha Training Centers.   Applied Construction Math features a story that students can relate to math skills they never thought they could grant.  Its innovative style motivates students to follow the lessons by associating math with events they may encounter in their real lives.  More than 10 chapters teach basic math skills including division, decimals an percentages, reading measurements, calculating area and volume, pressure, slopes and square inches, f ... Sporting Clays - October 1, 2015

Ready, aim, fire!
 
Cornhusker Chapter members will get their chance to test their shooting skills October 1 at ABC 2015 Sporting Clay Shoot at Oak Creek Sporting Club near Brainard, NE.  The event features 15 shooting stations scattered throughout the sporting club grounds, providing various shooting scenarios designed to simulate the types of shots experienced in hunting situations. 
 
Participants will also enjoy dinner after the day’s competition where prizes will be awarded based on top scores and other considerations.

Apprentice and craft training classes will begin the week of September 7 in both Lincoln and Omaha.  Be sure to get your apprentices signed up for classes by August 7 so books can be ordered.
